Sir:-
With reference to your despatch No. 276 of August, 17th last, I have the honour to inform you that the Governor of Hongkong communicated to His Majesty's Legation in the month of July copy of his despatch to the Earl of Elgin, dated June 21st, on the subject of British Postal Agencies in China. In view of the objections raised by Sir F. Lanning to the proposal made by Sir E. Satow that the Government of Hongkong should, in certain cases, establish Agencies independent of His Majesty's Consular Officers, Mr. Carnegie replied to the Governor that as his despatch would doubtless be submitted to the Foreign Office he did not propose to take any action but would await further instructions from you.
